For me, this is the most terrifying scene on DW.
Humans are the scariest things in the universe.
I think this is when Doctor Who is at its very best: when it’s making poignant and often terrifying commentary about humanity and human nature. The episode Midnight was the same way, as was 42, and The Waters Of Mars.
You can tell when it’s a Russell T Davies episode. He can pick out the most terrifying things about human nature. He really shows it off in Torchwood’s later seasons, as with Children of Earth and Miracle Day. These are the choices our governments would make.

“Dean…” Rory said in shock. “Don’t do this.”
Dean turned his back and stared into the distance, not being able to bear seeing the look on Rory’s face. “I’ve made my decision,” he said, his voice gruff. He swallowed hard and tensed his jaw. “I’m leaving for good. Don’t try to follow me.”
Rory felt tears beginning to sting in his eyes and his mouth dropped open. His heart broke and it felt as if the air from his lungs had been sucked out all at once. He cleared his throat. “No. No, you can’t…” he began, starting to panic. “Stop. Please don’t go away. Please? No one’s ever stuck with me for so long before. And-and I look at you, and I… I’m home.”
Dean let a tear roll down his cheek and Rory could see his back tense. “Please…” Rory said. “I don’t want that to go away. I don’t want to forget.”
